announces an open competition for the Senior Project Management Expert
in Development Instruments Department
(one position for a fixed term*)
 

 

Main tasks:
-       to prepare documents necessary for launching open calls of Interreg VI-A Latvia - Lithuania programme 2021-2027 (hereinafter the Programme);
-       to elaborate and update procedures necessary for the Programmes implementation (submission of project applications, assessment of the projects, conclusion of subsidy contracts, reporting and monitoring, etc.);
-       to take part in organization process of submission of the project applications and to perform the assessment of project applications in accordance with assessment criteria;
-       to provide consultations, support and information to project applicants and project partners on development, submission and assessment of project applications, contracting process, project implementation and reporting, as well as to take part in organization of seminars for potential project applicants, project lead partners and project partners;
-       to ensure monitoring of implementation of the projects to review progress reports (including narrative and financial progress), to assess requests for amendments to subsidy contracts; to perform on-the-spot visits;
-       to enter the information about project monitoring into the joint electronic monitoring system of the Programme;
-       to prepare the information and reports regarding the implementation of the projects (including on irregularities) and the Programme to the Managing Authority, Monitoring Committee and European Commission;
-       to participate in the organization of work and support to the Monitoring Committee: to organise meetings, prepare draft decisions (including for adoption through written procedure) and ensure the implementation of decisions;
-        to cooperate with Latvian and Lithuanian national authorities and national controllers;
-       to participate in creation and update of the Programme contact data base, to prepare information about projects for the Programme website, to take part in preparation of presentations and other materials;
-       to participate in seminars and work groups organized by the division or other institutions;
-       to ensure the implementation of any other tasks related with the implementation of the Programme assigned by the Head of division.

Requirements of the candidate:
-       higher education in economics, finance, business administration, management science, the science of law or any other relevant education, which is supplemented by specific professional knowledge;
-       good knowledge of relevant sectoral fields of Lithuania and Latvia that are in line with supported priorities of the Programme and in context of project implementations life cycle (i.e. nature and environmental protection, climate change adaptation, social protection, social entrepreneurship, tourism, public administration, public procurement) is desirable;
-       professional work experience with the programme/project management financed by the European Union structural funds or other foreign assistance instruments;
-       previous experience of working with the European Union transnational and/or cross-border cooperation programme/project management, monitoring will be considered as an advantage;
-       good knowledge of the European Union's regional development policy, its legal basis which relates to the Interreg is desirable;
-       experience in administrative and office management work.

Necessary general knowledge and skills:
-       good command of Lithuanian and English language skills - oral and written;
-       good computer skills (MS Office standard programs);
-       ability to work in a multicultural environment;
-       programme/project management skills;
-       good writing, communication and presentation skills;
-       good analytical skills;
-       ability to work in a team and to take the leadership of the coordination with other team members in order to implement entrusted tasks.

-       Salary EUR 2150 before taxes and social guarantees, as well as monthly payment for employees who move from their home country Lithuania to Riga;
